Fire Congress, Dump Mississippi and Alaska

2. Raise taxes. Sure, it?s painful and unpopular, but that?s the nature of this business. Those Bush tax cuts were a nice perk in times of plenty, but the United States is leaving too much money on the table. Paul Ryan says it?s ?class warfare? to raise taxes on the rich, and he?s right?that?s why we should go beyond Obama?s proposal and repeal the middle-class portion of the cuts, too. While we?re at it, the charitable deduction for income taxes is good politics but terrible management. And why don?t churches pay property tax? Time for the IRS to pass the collection plate.

South Sudan accuses Sudan of blocking oil exports (AP)

JUBA, South Sudan ? South Sudan said Tuesday that Sudan, its northern neighbor that controls the region's pipelines, has blocked the movement of 3.4 million barrels of oil belonging to the south since December.

After breaking away from Sudan in July to become the world's newest country, South Sudan gained control of nearly three quarters of the formerly unified country's oil fields, which produce around 500,000 barrels per day.

The loss of the oil has cost Khartoum around half of its yearly revenue, and the two countries are currently negotiating revenue sharing and pipeline fees to help the north meet that budget shortfall.

But the South Sudan's Minister of Petroleum and Mining Stephen Dhieu Dau told a news conference on Tuesday that the north has prevented 3.4 million barrels from reaching the market, and said Sudan ordered 550,000 barrels belonging to the south to be delivered to one of Khartoum's buyers.

"They want to steal, to loot the resources of South Sudan," Dau said.

Dau said that one ship carrying 1 million barrels of southern oil was blocked from leaving Port Sudan on Dec. 31, while a second carrying 600,000 barrels was stopped Jan. 3. A third ship entered port on Jan. 6 but has not been allowed to collect its 600,000-barrel cargo. The minister said two more ships scheduled to receive a total of 1.2 million barrels of southern oil have not been allowed to enter the northern port.

"They are still waiting now in international waters on the Red Sea since the 22nd of December," said Dau.

South Sudan has called the blockade a theft of their natural resources in violation of international law.

Two spokesmen for Sudan's government did not answer calls seeking comment.

Officials in Khartoum, Sudan's capital, have proposed a fee of about $36 per barrel for the use of the two pipelines. But the south says the fee amounts to extortion and has instead offered an average of 70 cents per barrel in addition to an aid package totaling $2.6 billion over four years.

The oil agreement still being negotiated is part of a host of outstanding issues from the region's 2005 Comprehensive Peace Agreement, which ended more than 20 years of civil war between the two sides. After talks in Ethiopia broke down in November, the Sudan's government threatened to take 23 percent of southern oil shipped through its port as an "in kind" payment of fees.

On Tuesday, Dau said Khartoum was in the "final stages" of constructing a pipeline that would permanently divert 13 percent of all oil shipped through the north. According to Dau the consortium which operates the pipeline, Petrodar, has denounced the action as illegal.

In December, South Sudan accused the north of holding 1.6 million barrels of oil meant in part for China, prompting a visit by a Chinese envoy to help break the deadlocked negotiations.

Another round of oil negotiations are expected to begin Jan. 17. South Sudan has invited China to take part in the talks. South Sudan says it will not allow its resources to be interfered with by Khartoum and has threatened legal action if the blockade continues.

"Iraq tried to invade Kuwait because they wanted to take the oil of Kuwait," said South Sudan government spokesman Barnaba Benjamin Marial. "You know what happened to Saddam Hussein."

Now that Beyoncé and Jay-Z have welcomed their first baby, daughter Blue Ivy, into the world, some of the couple's most famous friends and fans are sending the new parents love and congratulations on Twitter.

Bey's sister, Solange, took to Twitter to confirm that she was a new aunt but said not all reports surrounding the birth are factual. "The most beautiful girl in the world," Solange wrote. "Information that goes through the telephone, always gets delivered wrong."

Jay's protégé and collaborator Rihanna also had some love for the new baby. "Welcome to the world princess Carter!" she tweeted, signing off: "Love Aunty Rih."

One of B's besties, Gwyneth Paltrow, wrote, "Welcome to the world Blue! We love you already."

The hip-hop community also celebrated the birth of Jay-Z's new addition. Fellow hip-hop mogul Russell Simmons tweeted, "congrats to my good friends Beyonce and Jay-Z." A few tweets later, he added, "today is the day the lord has made."

"Congrats to jay and B! God Bless :) !" Diddy tweeted. "And many more!"

Young Jeezy also shared his love for the twosome. "Congratulations to Jay-Z & Beyonce on baby Ivy Blue being born." (There has been some confusion about the order of the baby's first and middle names, with some outlets reporting it to be Ivy Blue instead of Blue Ivy.)

One of MTV's very own, "Jersey Shore" star Snooki, wanted to get in on the Beyoncé/Jay-Z baby party early Sunday. "Beyonce congrats on your baby gurl mama!!!!" she wrote. "So happy for you , you deserve it sexpot."

Mama-to-be Kourtney Kardashian added, "Congratulations to Beyonce, the 2nd Princess of Pop (behind Britney) for her new baby girl Ivy Blue!"

In the days leading up to the arrival, Beyoncé's pal Lady Gaga gushed about her mama skills. "Of course she is [going to be a good mom]," she said. "That's a tremendous understatement. She's the nicest female I've met in the industry. She's wonderful!"

Share your congratulations for Beyoncé and Jay-Z on our Facebook page!

U.K.: No cancer link from faulty breast implants

LONDON (AP) ? Britain said Friday that a review of the risk from potentially faulty French-made breast implants has found no link with cancer and no evidence to recommend their routine removal from 40,000 women in the U.K.

But Health Secretary Andrew Lansley said any U.K. patient with implants made by the now-defunct French company Poly Implant Prothese, or PIP, that were put in by the state-funded National Health Service would be offered an assessment and could have the implants removed for free if doctors believed it necessary. That would affect mostly former cancer patients, for the NHS does not do cosmetic surgery without a medical reason.

"There is not sufficient evidence to recommend routine removal," Lansley said in a statement following a review by medical experts, who concluded there was no link between the implants and cancer.

Lansley also urged private medical centers to offer the same deal to those who had paid for cosmetic surgery.

"We believe that private health care providers have a moral duty to offer the same service to their patients that we will offer to NHS patients," Lansley said.

However, his ministry said the non-medical grade silicone used by PIP "should not have been implanted in women in the first place," and outlined its offer to provide examinations and possible removals for thousands of women.

Lansley said Britain and France were cooperating over the issue and planned to consult other European countries in the hope of preventing similar problems in the future.

PIP's website says the company exported to more than 60 countries and was one of the world's leading implant makers. The silicone-gel implants in question were not sold in the United States.

France has said it will pay for some 30,000 French women to have their implants removed, after more than 1,000 ruptures of the PIP implants, which were pulled from the market in several countries in Europe and beyond due to fears they could rupture and leak silicone into the body. Colombia and Venezuela have made similar offers.

France's Health Safety Agency says the suspect PIP implants appear to be more rupture-prone than other types. Investigators also say PIP sought to save money by using industrial silicone instead of medical silicone.

In the Czech Republic ? where the implants were banned in 2010 ? the country's health ministry on Friday recommended about 2,000 Czech women with potentially faulty implants should have them removed.

The Czech health ministry said it would negotiate with the country's health insurers on how to cover the cost. Those women who refuse to have the implants removed should undergo regular health checks, it said. "No imminent risk of serious health problems has been proven," the ministry said.

According to estimates by national authorities, over 42,000 women in Britain received the implants, more than 30,000 in France, 9,000 in Australia and 4,000 in Italy. Nearly 25,000 of the implants were sold in Brazil.

Australia's medical watchdog, however, says health officials had found no evidence that the PIP implants had an increased risk of rupture in Australian women, and said lab testing of the silicone gel used indicated it was nontoxic to nearby tissue even if the implant did rupture.
