On Thursday, August 30, the?DC Net Impact?Professional Chapter will host a panel discussion on sustainable real estate options in the DC metro area. The discussion will be held at Busboys and Poets (2021 14th Street NW)?from 6:30 to 8:30 pm.

But the $3.4-billion headquarters project stalled as Congress tried to cut the federal deficit. Lawmakers debated this month whether the nation could afford such a massive home-improvement project, and the House has voted to eliminate the funding in next year?s budget.

As a result, Homeland Security employees remain scattered through more than 35 offices around Washington. Janet Napolitano, their boss, works from a former Navy radar facility that has all the comforts of a barracks. Plus, in traffic, she?s a good 40 minutes from the White House.

?They need to get out of there as soon as possible,? said Tom Ridge, who took over the former Navy compound in early 2003 after he was named the first Homeland Security chief.

In the early rush to get settled, Ridge recalls, one of his assistant secretaries emptied out a broom closet and stuck a desk in it.

?It?s hardly anything anyone can call palatial,? he growled.

DHS holds fast to St. Elizabeths HQ plan?(Federal News Radio):

Funding gaps and construction delays aren?t swaying the Homeland Security Department from its goal of consolidating most of its Washington-based facilities on the campus of the former St. Elizabeth?s hospital.

?The reduction in the funding stream has impacted our original plans,? said DHS chief administrative officer Don Bathurst. Speaking of the future steps in the project, he said, ?We?re going to try to bring those on as quickly as fiscally allowable.?

DHS?s various Washington-area headquarters are spread throughout 50 buildings. Congress has criticized the agency for its lack of integration.

?Bringing the component operation centers together in the DHS operations center will resolve deficiencies in operational management, which was noted in various lessons learned reports and Government Accountability Office reports after Hurricane Katrina,? Bathurst said during a hearing of the House Transportation and Infrastructure Subcommittee on Coast Guard and Maritime Transportation.

Coast Guard vice admiral John Currier and General Services Administration Public Buildings Service commissioner Robert Peck also testified. The Coast Guard is the first division of DHS scheduled to move into the facility.

St. Elizabeth?s Hospital?(Wikipedia):

After several decades in decline, the large campus could not be maintained. In 1987, hospital functions on the eastern campus were transferred from the United States Department of Health and Human Services to the District of Columbia government, with the federal government retaining ownership of the western campus. Several commercial redevelopment opportunities were proposed by the D.C. government and consultants, including relocating the University of the District of Columbia to the campus or developing office and retail space. However, the tremendous cost of bringing the facilities up to code (estimated at $50?$100 million) kept developers away.

With little interest in developing the site privately, the Federal Government stepped in. Control of the western campus?home of the oldest building on the campus, the Center Building?was transferred to the General Services Administration in 2004. The GSA improved security around the campus, shored up roofs, and covered the windows with plywood in an attempt to preserve the campus until a tenant could be found.

After three years of searching for an occupant, the Department of Homeland Security (DHS) announced on March 20, 2007 that it would spend approximately US$4.1 billion to move its headquarters and most of its Washington-based offices to a new 4,500,000-square-foot (418,000 m²) facility on the site, beginning with the United States Coast Guard in 2010. DHS, whose operations are scattered around dozens of buildings in the Washington, D.C. area, hopes to consolidate at least 60 of its facilities at St. Elizabeths and to save $64 million per year in rental costs. DHS also hopes to improve employee morale and unity by having a central location from which to operate.

The plans to locate DHS to St. Elizabeths have been met with criticism, however. Historic preservationists argue that the move will destroy dozens of historic buildings located on the campus and that other alternatives should be considered.Community activists have also expressed concern that the planned high-security facility will not interact with the surrounding community and do little to revitalize the economically depressed area.

TAMPA, Fla. (AP) ? Viewers tuning into the Republican National Convention have heard Ann Romney speak lovingly of her husband and New Jersey Gov. Chris Christie pledge "a new era of truth telling." Others, like offshore tax havens, are a reminder of Romney's wealth and refusal to release more than two years of tax returns. Mindful that the convention offers an unparalleled opportunity to introduce the former Massachusetts governor on his own terms to a broad electorate, Republicans are sticking carefully to their message that Romney will rescue an economy left in shambles by Obama's policies.

Ann Romney used her prime time speech Tuesday to focus on women's economic challenges, saying "It's the moms who always have to work a little harder to make everything right."

OBAMA'S BIRTHPLACE: A small but vocal segment of the GOP electorate continues to question whether Obama was born in the United States. Mainstream Republicans have worked to distance themselves from the so-called "birther" movement, saying the discredited rumors about the legitimacy of Obama's birth certificate are a distraction from the party's economic message. Romney himself complicated matters last week at a campaign stop in his home state of Michigan when he declared: "No one's ever asked to see my birth certificate."

Republicans have tried for years to make the party appear more ethnically diverse and are keenly aware a nod to the "birthers" could smack of a racial smear against the country's first black president. The party instead will continue to showcase some of its high profile minority members, including South Carolina Gov. Nikki Haley and Florida Sen. Marco Rubio.

This indicates that even though electronic cigarettes do contain nicotine, it is absorbed at a lower rate compared to tobacco cigarettes, the researchers said.

The study was presented at the European Society of Cardiology Congress, which concludes Wednesday in Munich, Germany.

Amatuer explorers discover new family of spiders in Oregon cave

Named for its fearsome front claws, trogloraptors are the first new family of spiders discovered in North America since 1870.

Amateur cave explorers have found a new family of spiders in southern Oregon that scientists have dubbed Trogloraptor, or cave robber, for its fearsome front claws.

The spelunkers sent specimens to the California Academy of Sciences in San Francisco. Entomologists there say the spider ? the size of a half dollar ? evolved so distinctly that it requires its own taxonomic family ? the first new spider family from North America since 1870.

The species name, marchingtoni, honors Deschutes County sheriff's Deputy Neil Marchington, who led scientists to the cave outside Grants Pass.

Academy entomologist Charles Griswold says the spider spins a crude web, but scientists don't know yet what or how it eats.

The discovery is described in the online edition of the journal ZooKeys.

London 2012 Olympics: Team GB success sparks burst of pride in Union flag

Hoy, who competes in the Commonwealth games for Scotland, wrapped himself in the Union flag after his successes in the Velodrome, as did Andy Murray, another Scot, after his singles victory on Wimbledon?s Centre Court against Roger Federer in the gold-medal match. Jones carried both the Welsh Red Dragon and the Union flag on her lap of honour in the ExCel Arena.

The survey may give nationalist politicians pause for thought. Since April, there has been a striking rise both in Scotland (up eight per cent) and Wales (up 15 per cent) in feelings of ?pride and patriotism" in the Union flag.

Some 83 per cent of people questioned in Wales say they associated these qualities with the flag - even more than the 80 per cent who say they did so in England, unchanged since before the Olympics. The corresponding figure in Scotland is now 64 per cent.

Last week Gordon Brown said the Games used the example of the Olympics to reinforce a pro-Union message in a speech in Edinburgh.

Alex Salmond, Scotland?s First Minister and Scottish National Party (SNP) leader, has said he wants to hold a referendum north of the border on independence in 2014.

Mr Brown said: ?When we pull and share resources for the common good, it?s often the case that the benefit is far greater than would have occurred if we had just summed up and added up the parts.

?The Olympics is pretty clear to us that by the pooling of resources in, say, cycling, we managed to do what, if you just divided the money and put a tenth to Scotland and a tenth to Yorkshire and so on, you could not have achieved.?

By contrast Pete Wishart, the SNP MP and culture spokesman, has said: "People are thoroughly tired and annoyed with unionist politicians trying to politicise this event [the Olympics]. It?s starting to really appall the Scottish people and we?ll start to see a reaction to it.

Sunder Katwala, director of British Future, said: ?Team GB has become perhaps our most inclusive symbol of the country we?re proud of today.

?That isn?t just because of the record-breaking medal haul. It is also because Britain recognised itself in how Team GB that brought us all together, helping to make the Union flag feel more inclusive to some who might have felt unsure about it before.

?Throughout these London Games, we saw how British pride contains strong national and regional identities, as Scotland, Wales and Yorkshire celebrated the achievements of local Olympians, with our shared pride in the Union flag whether it was flying to celebrate the Gold medals of Jessica Ennis or Mo Farah, Andrew Murray or Ben Ainslie.

?Crowds of families wearing Union Jack face-paint and the creative use of the flag in the closing ceremony staging should now end the idea that a handful of fringe extreme voices should somehow stop the rest of us being proud of a great, iconic flag".
