U.S. researchers knowingly breached medical ethics by infecting Guatemalans with venereal diseases in the 1940s without informing them of the risks, a presidential commission has found.
The Presidential Commission for the Study of Bioethical Issues, which was asked by President Obama to investigate the Guatemala study in October 2010, came to the conclusion after learning that the researchers had conducted similar research with American prisoners in 1943 but had given them the chance to make informed consent.
The U.S. government formally apologized for the "reprehensible research" last year.
Medical ethics have come a long way in the last few decades, but many are still worried about how U.S. research is conducted overseas. In the wake of revelations of the Guatemala study, the president also asked the panel to review the rules that ensure that people who participate in research today are protected from harm or unethical treatment. On Tuesday, the panel released recommendations for how to improve those rules, including a suggestion that the U.S. compensate research subjects if they are injured in studies.

In the Guatemala experiments between 1946-1948, U.S. scientists sought out people in mental institutions, prisoners, commercial sex workers, and members of the Guatemala army and intentionally infected 1,300 of them with venereal diseases.
The aim of the Guatemala study was to investigate the use of penicillin to treat and prevent infection, but the results were never published. Only 700 of the people who were infected received some kind of treatment.
"These researchers knew these were unethical experiments, and they conducted them anyway," said Harvard geneticist and panel member Raju Kucherlapati, according to the Washington Post.
"I kept asking the question, 'How could they do this?' ... My conclusion is, and it has to be a reluctant one: ... the doctors did not treat these human beings as if they were worthy of respect or consideration," said Amy Gutmann, chairwoman of the commission, in the Monday briefing.
Susan Reverby, a professor of women's studies at Wellesley College, originally uncovered documents detailing the study and publicized her findings last fall. Reverby was interviewed by NPR's Robert Siegel then.
The commission said Monday that the researchers, including John Cutler, a physician who was also involved with the notorious Tuskegee syphilis experiments, apprised Indiana prisoners involved in a 1943 STD study of the risks. Those who volunteered to participate gave informed consent. But the Guatemalans were not given the same chance. Some 83 of the Guatemalan study participants had died by 1953, the panel said, but it's not clear if those deaths were from the STDs or other causes.
The Guatemalan government is also doing its own review of the research project, but hasn't released its findings.
Commission members said Monday that the scientists never published any results probably because of the ethical issues.
"What stings the most in terms of bad science is that it never passed peer review and was never published," said commission member Dr. Nelson Michael of the Walter Reed Army Institute of Research.
A full report of the commission's findings on the Guatemala experiment is due to President Obama in September.

If you want to be whisked back to simpler times and experience what life must have been like in early 1800?s Germany, this re-creation of an Alpine village is the place to be. Helen is in close proximity to the Chattahoochee River and the Appalachian Trail which lends itself to various outdoor activities that you can enjoy while you are there like: horseback riding, rafting, mountain biking and viewing one of the 30 waterfalls in the area. I will be visiting Helen in March, so I will have a full report for you then.
2) Experience the Sundial Revolving Restaurant
Situated at the summit of the Westin Peachtree Hotel, the Sundial gives you a 360 degree view of the Atlanta skyline!
It takes about an hour for the circular dining room to complete a revolution.
This is absolutely the best salad that I have ever had?to this day!
This meal did all Southern cooks proud?.delicious!

We got to enjoy a stellar lunch at the Sundial last summer. I enjoyed a scrumptious peach pecan crusted summer salad with baby greens, gorgonzola cheese, pecans and freshly cubed peaches and port wine vinaigrette. The main dish was the Blue cornmeal crusted trout with tasso cheese grits cake, sauteed garlic spinach and corn cream. The food was excellent and mid-priced, the view was fantastic and we never got dizzy as the restaurant revolved. Amazingly, only two short years ago, the hotel was significantly damaged by a tornado, but the Sundial managed to escape unscathed.
3) Dahlonega Wineries
One of metro Atlanta?s best kept secrets is the picturesque city of Dahlonega, GA. Most people don?t know this, but the first major gold rush in the US took place here in 1828 long before the (18)49?ers struck gold in California. In fact, the Georgia State Capitol Dome is covered with gold mined from the city. Dahlonega is also the gateway to the Appalachian Trail where you can literally hike from Georgia to Maine. It is also the heart of Georgia?s wine country. Here you can find five outstanding wineries:

ATLANTA ? Javaris Crittenton was wanted on a murder charge as police searched on Saturday for the former NBA player in Atlanta and Los Angeles.
Crittenton has been charged in the fatal shooting of 22-year Jullian Jones, a mother of four who was gunned down Aug. 19 on an Atlanta street.
A spokesman with the Atlanta police said Crittenton was not in custody. Calls to the FBI and U.S. Marshal's office weren't immediately returned.
Three of Crittenton's neighbors in Fayetteville said SWAT members executed a search warrant last week on his residence.
The neighbors declined to give their names to The Associated Press during interviews near Crittenton's home in an affluent cul-de-sac 17 miles south of Hartsfield-Jackson International Airport.
No one answered the door at Crittenton's residence, a three-story brick home with a manicured lawn and a small backyard.
Crittenton, who spent the 2006-07 season at Georgia Tech and played in 113 NBA games, allegedly killed Jones with shots fired from a dark-colored SUV, police said.
According to Atlanta police spokesman Carlos Campos, investigators don't believe Jones was the intended target. His motive, Campos said, appeared to be retaliation for an April robbery in which Crittenton was a victim.
Messages left for an agent who has represented Crittenton weren't immediately returned Friday or Saturday.
Crittenton, who averaged 5.3 points and 1.8 assists in his career, last played in the NBA during 2008-09. He was sidelined by an ankle injury the following season, during which he and teammate Gilbert Arenas were suspended for a gun-related incident in the Wizards' locker room.
Two days after a dispute stemming from a card game on a team flight, Arenas brought four guns to the locker room and set them in front of Crittenton's locker with a sign telling him to "PICK 1." Crittenton then took out his own gun.
Crittenton pleaded guilty to a misdemeanor gun charge on Jan. 25, 2010, and received probation.
After the Wizards declined to re-sign him, he signed a non-guaranteed contract with Charlotte before last season. The Bobcats waived him Oct. 15, and he then played five games in China for the Zhejiang Guangsha Lions, averaging 25.8 points. He also played 20 games for the NBDL's Dakota Wizards, averaging 14.3 points.
Crittenton was drafted 19th overall by the Los Angeles Lakers in 2007. He played little with Los Angeles and was traded to Memphis in his rookie year, then to Washington in December 2008.
NBA spokesman Tim Frank wrote in an e-mail to the AP that Crittenton is no longer under contract with Dakota.
"Beyond that I have nothing to add," Frank said.
